A form of disinterest of the population to the processes of identification and registration of voters is remarked in the operational area 3, particularly in the Ruwenzori sector, in Beni territory, where several centers no longer welcomes many applicants since the third extension of the 10 days on March 30 last.
A question that worries the head of the sector Ruwenzori, Boozi Sindiwako Bin Buhaka who fear that the territory of Beni will lose its seats in the National and provincial Assembly but also to be bothered by lack of temporary identity document.
“With the round that I am doing in several centers, yesterday I was in Halungupa, there is no more enthusiasm, all day they are reached with difficulty 20 enlisted, so the question that I ask myself is that all the population has already enlisted ? Why is she disinterest?”ssks Boozi Sindiwako.
The sectoral authority proposes exchanges with the authorities of this democracy support organe, whose situation would risk making them to believe that they have accomplished the mission, while several civilians remain without a voter’s card.
“These are the parameters that have been analyzed with the officials of the CENI, is this due to the displacement of the population, is this due to the disinterested…, We may have concluded, and for this population who have not yet enlisted, they must know that we are in a red zone and that apart from the elections, it is this enlistment card that is being held temporarily as an identity document, …and if we have not at the risk of being forced to arrest in the coming days, we will not simply see the elections first but also we must see the free movement of people in the different entities,” said this local authority.
According to Mr. Mukala, one of the animators of this democratic structure in the capital of the Ruwenzori sector, once the enlistment centers will not welcome people in days, the CENI will be able to announce the end of this process in that area.
While for the first go, the CENI had announced that it had enrolled 22% of the total population, that was what motivated it to add 15 days which went from march 18 to April 1 of this year, for a simple calculation, it will therefore be necessary to enlist the 11% in these 15 days; last March 30, ten other days were extended, which could also make 9% around, and to have a total of 42 percent, ahead of 52 percent unenlisted.
